Actually, the cooperation between using American F-35s and Japanese carriers was planned before Biden took office. Japan is scheduled to receive over 40 F-35Bs and over 100 F-35As.

We might have tried it off captured Japanese carriers after WW2, but I thought they had lost most of them at Midway. It's an interesting question. Are there any Naval history buffs who know the answer?
Most Japanese carriers were sunk during WW-II. Three out of four Japanese carriers were sunk at Midway alone.
