Marine One's radio warnings never reached Reagan National tower before near-miss with passenger jet, NTSB report reveals

President Trump's helicopter crew tried three times to warn Reagan National Airport before departing on August 4, and every transmission failed, setting up a close call with a commercial jet that federal investigators are still examining.

The National Transportation Safety Board released its preliminary report on the incident, confirming that Marine One's pilots followed protocol but could not get through to air traffic controllers before lifting off from the Ellipse, roughly two miles north of the airport. An Envoy Air regional jet, Flight 3742 bound for Pensacola, Florida, had just been cleared for takeoff from Runway 1 as the presidential helicopter departed with Trump aboard for a planned trip to Los Angeles.

The two aircraft came within approximately 0.82 nautical miles laterally and about 700 feet vertically of each other, close enough to trigger the Envoy jet's onboard traffic-collision system, which announced "Traffic, Traffic" to the cockpit crew. The system did not escalate to a resolution advisory, which would have directed the pilots to climb or descend. Envoy's pilots never visually spotted Marine One but tracked it on their cockpit display, to the right and below.

No one was injured. Neither aircraft was damaged. Both flights continued without further incident. But the NTSB report lays out a chain of communication failures that started days before the close call, and points to a radio infrastructure problem the FAA had not caught.

Three failed transmissions in rapid succession

Under a longstanding agreement between the FAA and the military, Marine One's crew must give Reagan National's tower a three-minute warning before departing. On August 4, the crew's first call on the airport's helicopter-control frequency was not received at all. A second transmission came through "broken and completely unreadable," the NTSB report found. The crew then tried a backup: relaying the notification through the helicopter facility at Joint Base Anacostia-Bolling, a military installation nearby. That effort also failed.

Marine One departed anyway. Only after climbing high enough to establish a reliable radio signal did the crew finally reach the tower. Controllers immediately issued a traffic advisory, and the helicopter crew reported having the Envoy jet in sight.

Recordings captured by the New York Post paint a picture of confusion in the tower. A controller, apparently unaware Marine One was preparing to depart, asked: "Uh, Marine One, you said, uh, you're proceeding as briefed?" The controller then acknowledged the missed warning: "OK, no three minutes, roger, proceed as briefed."

The Marine One pilot, once alerted to the nearby jet, responded: "We'll be doing a momentary delay."

Controllers and pilots met five days earlier, and the fix still failed

The breakdown did not come without warning. On July 30, five days before the incident, Marine Helicopter Squadron One, the elite unit known as HMX-1 that operates Marine One, met with Reagan National tower staff to discuss operations near the Ellipse. HMX-1 told controllers that radio communications from the temporary departure point had been "spotty."

Controllers raised their own concerns: HMX-1 crews had not always provided the required three-minute warning before takeoff. Both sides agreed that if direct radio contact failed, helicopter crews would use backup methods, including relaying the notification through another aircraft.

Five days later, the backup method failed too. The NTSB's findings also revealed that a hotline connecting the Pentagon to Reagan National's tower had not been working for more than three years, and the FAA had not realized it. That broken link represented yet another layer of communication infrastructure that might have prevented the near-miss.

Marine One was operating from the Ellipse rather than the White House South Lawn because of ongoing construction at the White House. That temporary arrangement placed the helicopter at a site where radio signals could not reliably reach the airport's receivers.

FAA moved the radios after discovering a line-of-sight gap

After the incident, FAA technicians investigated and found the root cause: the radio transmitter-receiver site used for Reagan National's helicopter-control frequency sat in a nearby residential neighborhood and lacked adequate line-of-sight coverage to the Ellipse. Signals from Marine One's crew simply could not reach the equipment consistently.

The FAA responded by relocating those radios to the top of Reagan National's control tower. Technicians then ran radio checks with two HMX-1 aircraft operating near the Ellipse and reported no deficiencies. Transportation Secretary Sean Duffy said the FAA is continuing to work with the Marine One team to resolve the telecom issues that led to the loss of separation.

The FAA and NTSB launched parallel reviews of the incident, with the NTSB cautioning that its preliminary report "is intended to present the factual information developed to date" and does not contain "analysis, conclusions, or findings related to probable cause." The investigation remains open, and the board said any safety recommendations would be publicly announced through its final report.

Vertical separation met the standard, lateral separation did not

In the Class B airspace around Reagan National, FAA rules require controllers to maintain either 1.5 nautical miles of lateral separation or 500 feet of vertical separation between aircraft. The preliminary estimate of roughly 700 feet of vertical separation met the vertical standard. But the lateral gap, about 0.82 nautical miles, fell well short of the 1.5-mile horizontal requirement.

The NTSB is still reviewing surveillance data to calculate and confirm the closest point between the two aircraft. The Washington Examiner reported that the FAA confirmed a "momentary loss of separation" occurred, though officials emphasized the aircraft were not converging at the time.

The FAA previously told Fox News Digital that "the air traffic controller was in contact with both the commercial pilot and Marine One pilot during the loss of separation." That characterization is technically accurate, but only because Marine One's crew managed to establish contact after climbing to a workable altitude, not before departing.

White House spokesman Kush Desai offered a more direct assessment:

"Marine One flights are piloted by some of the best aviators in the world, and at no point was the president in harm's way."

The pilots' skill is not in question. The Marine One crew followed procedure, attempted every available communication channel, and identified the Envoy jet as soon as controllers reached them. The failure was in the infrastructure, radios positioned where signals could not travel, a backup relay that did not work, and a Pentagon hotline that had been dead for years without anyone noticing.

Reagan National Airport carries heightened sensitivity for aviation safety incidents. The January 2025 midair collision near the same airport killed 67 people and prompted sweeping calls for reform in how military and civilian air traffic interact in the crowded Washington airspace. That disaster made the stakes of any communication gap around Reagan National impossible to ignore.

Presidential travel routinely reshapes airspace across the country. When Trump's movements require temporary flight restrictions, the ripple effects can strand thousands of passengers at airports far from the restricted zone. The system depends on seamless coordination between military operators and civilian controllers, exactly the coordination that broke down on August 4.

Airspace security around the president extends well beyond routine departures. Federal authorities have scrambled fighter jets to intercept aircraft that wander into restricted zones near Trump, a reminder that the margins for error around presidential air operations are supposed to be zero.

The NTSB's final report will determine probable cause and may issue binding safety recommendations. Until then, the FAA's radio relocation and the ongoing work Duffy described represent the only concrete fixes.

When the president's helicopter cannot reach the airport two miles away by radio, the problem is not pilot error, it is a system that let broken equipment sit undetected until the day it mattered most.
