A Tennessee police officer lost his badge and career after an intimate encounter with an elementary school teacher was caught on his body camera.
According to the Daily Mail, Brian Gilley was permanently barred from law enforcement after investigators discovered he had engaged in sexual activity with teacher Shelby Moss inside her classroom at Castle Heights Elementary School.
The incident occurred in September 2024 when Gilley, who previously worked on the D.A.R.E. program educating students about drug prevention, was recorded kissing Moss on his body camera. Body camera footage showed a student walking into the classroom just minutes before the intimate encounter began.
The investigation revealed that students may have still been present on campus during the incident. While Gilley initially denied any wrongdoing, he later admitted to the sexual conduct and resigned from his position at the Lebanon Police Department.
Officer's Past Service and Disciplinary Action
Gilley had built a career working with students through the D.A.R.E. program before the incident derailed his law enforcement future. The former officer made a plea for leniency during his decertification hearing in April 2025, highlighting his previous community impact.
The police department conducted a thorough internal investigation after receiving complaints about Gilley's conduct. Officials discovered multiple policy violations, including dishonesty during questioning about the incident.
Text messages between Gilley and Moss were obtained during the investigation, providing additional evidence of their relationship. At the time, Moss was reportedly involved with someone else.
School District's Swift Response
The Lebanon Special School District took immediate action after learning about the inappropriate relationship in December 2024. Officials launched their own investigation into the teacher's conduct on school grounds.
Moss received a two-day suspension following the district's inquiry into her actions. She subsequently resigned from her teaching position at Castle Heights Elementary School. The district emphasized their commitment to maintaining high professional standards, stating that all employees are expected to demonstrate appropriate conduct at all times.
Law Enforcement Leadership Addresses Incident
Lebanon Police Chief Mike Justice provided a detailed statement about the department's handling of the case. He emphasized that while Gilley's actions violated department policies, they were not criminal in nature.
The police department highlighted that the conduct did not involve or occur in the presence of students. However, the severity of the policy violations, including dishonesty during the investigation, led to permanent consequences.
Officials made it clear that such behavior falls short of the professional standards expected of law enforcement officers serving their community.
Career-Ending Consequences
The Tennessee Peace Officer Standards and Training Commission permanently revoked Gilley's law enforcement certification. This action effectively ended his ability to serve as a police officer anywhere in Tennessee.
Both Gilley and Moss have resigned from their respective positions following the incident. The case has prompted discussions about professional boundaries and conduct expectations for public servants.
The permanent decertification serves as a reminder of the serious consequences facing officers who violate department policies and professional standards while on duty.
