Suspected Gang Member Arrested After Deportation Order

 March 13, 2025

Pedro Colmenares, a 33-year-old Venezuelan and suspected gang member, was re-arrested in Chicago this Tuesday, marking his fourth apprehension in the city.

According to Fox News, this arrest stems from serious allegations involving the kidnapping and sexual assault of his ex-girlfriend.

Colmenares first entered the U.S. in September 2022 and was swiftly ordered deported by an immigration judge in November of that year. Despite the deportation order, he managed to stay in Chicago, appealing against the decision.

He was initially detained for a traffic violation in February 2024, which additionally revealed that he was driving without a license in an uninsured and unregistered vehicle. This incident started a string of legal challenges for him, spanning several months.

Pedro Colmenares' string of arrests and legal issues

In the month following his traffic arrest, Colmenares was detained and questioned regarding the murder of a 25-year-old Hispanic man. The police found probable cause to charge him, but due to insufficient evidence and uncooperative witnesses, the Cook County State’s Attorney's office declined to pursue homicide charges.

The statement from the State’s Attorney's office emphasized that the case was "carefully reviewed" but ultimately was not pursued due to the lack of cooperation and concrete evidence. This decision allowed Colmenares to remain at large until his subsequent offenses.

Shortly thereafter, Colmenares found himself under law enforcement's scrutiny once more when he allegedly kidnapped and sexually assaulted his former girlfriend in September. According to reports, he accosted her and coerced her into his vehicle by threatening violence.

The complexities of Cook County’s sanctuary policies

The nature of this threat was particularly severe, with Colmenares allegedly warning the victim, "get in or I’ll shoot you." This incident led to his arrest and the issuing of a fresh warrant due to the severity of the allegations.

Following his arrest last month for this assault, Colmenares faced misdemeanor domestic battery charges, which were later dropped when new evidence warranted more serious charges. This culminated in the multi-agency operation involving ICE, Chicago police, and U.S. Marshals that resulted in his latest detention.

This pattern of criminal activity and subsequent releases highlight ongoing challenges with Cook County's sanctuary policies, which do not comply with ICE detainers unless they are accompanied by a criminal warrant. This policy influenced the course of actions following each of Colmenares' arrests.

The future implications for Pedro Colmenares and policy reviews

Currently, Colmenares is being held on charges of kidnapping and sexually assaulting his ex-girlfriend, with further legal proceedings to follow. The implications of his repeated arrests and the interplay with local sanctuary policies are likely to ignite discussions on immigration enforcement and public safety.

With Colmenares' case being so entwined with controversial policies and cross-agency operations, it highlights the complexities and challenges that law enforcement faces in managing cases involving non-compliant deported individuals living in sanctuary cities.

As his legal journey continues, this case may serve as a pivotal point for policy reviews and the enforcement of immigration laws in sanctuary jurisdictions, potentially leading to renewed discussions and revisions aimed at addressing the gaps that currently exist.
