The president's announcement comes through a letter dated March 28, addressed to House Speaker Mike Johnson and Senate President Pro Tempore Chuck Grassley, detailing the expansion of U.S. military presence in the region. Trump wrote to congressional leaders:

I will no longer allow this band of pirates to threaten and attack United States forces and commercial vessels in one of the most important shipping lanes in the world. We will act to keep Americans safe.

Deputy Treasury Secretary Michael Faulkender highlighted the significance of targeting financial institutions supporting Houthi operations. The Treasury and State departments have identified IBY's role in facilitating terror operations through its access to the SWIFT global system.

The bank's involvement extends to supporting oil purchases and weapons procurement for the militant group, demonstrating the complex network of financial support enabling Houthi activities.

The Houthis began intensifying their attacks in the Red Sea following the October 2023 Hamas terror attack on Israel.
