Hard to say, but I thought right before the shots started, I heard "put the gun down " while the caller was on the phone, but the caller's storyline was bazaar in my opinion !!!! Need more information to make a decision on right or wrong on everyone's part !!!!!
In the short time I did not see the guy raise his weapon . Both hands at his waist. His right comes up after you hear the first shot. In my opinion because of the first impact. Yes the officer did state put the gun down. But in my opinion he didn't give time for the man to comply before mag dumping.
